JOB DESCRIPTION

SOS International LLC (SOSi) is seeking a Procurement Manager to assist the PMO in the management of the Base Life Support program in Taji, Iraq. The Procurement Manager will assist in the development and completion of complex purchase actions for the program. This person will work in direct support of both the Program Manager and the Corporate Procurement team. The Procurement Manager is a leadership role and must maintain transparency, integrity and compliance with established policies, procedures, rules and regulations.

ESSENTIAL JOB DUTIES

•Ensure procurement performance standards are met or exceeded for all Support Services in Taji, Iraq.

•Monitor the procurement budget to ensure that the program operates within the limits and uses methods to maximize purchasing dollars (i.e. Blanket Purchase Agreements –BPA’s)

•The Procurement Manager will be responsible for the review of purchasing agreements to ensure compliance with all Federal Acquisition Regulations (FAR), Code of Federal Regulations (CFR), and corporate policy and procedure requirements.

•The Procurement Manager will provide advice and recommendations to the Program Management Team to ensure compliance with Host Nation and US procurement and contractor regulations to include, but not limited to Foreign Corrupt Practices Act compliance, compliance with the FAR, US and Host Nation Labor Laws.

•The Procurement Manager will manage a team of professionals responsible for the life cycle management of all procurement actions; procurement, sourcing, and negotiations, associated with the program for materials and equipment.

•Devise and use effective sourcing strategies in support of program initiatives.

•Identify profitable sources/vendors and initiate business and organizational partnerships that will support program objectives.

•Lead negotiation activities with external vendors in an effort to secure more advantageous terms.

•Review and approve all purchase orders for goods and services to ensure strict compliance with all corporate, Host Nation, and US regulations.

•Establish auditing program for certifying vendors on semi-annual and annual basis for re-competition and selection.

•Collaborate and communicate with key members of management to ensure specificity and clarity of specifications for products and materials are provided prior to execution of sourcing and purchasing action.

•Track and report key functional metrics to reduce overall program expenses and improve operational effectiveness of the procurement team.

•Develop and submit purchasing data reports, as required, in support of corporate and customer reporting requirements e.g. Contractor Data Requirements List (CDRL).

•Identify alterations in the comparative negotiating ability of suppliers and customers.

•Execute effective risk management of all product, materials, and services contracts and agreements.

•Assist in the management of the burn rate of the program from a procurement standpoint and develop a culture of long-term savings on procurement actions through continued process improvements.

•Build departmental team focused on meeting and exceeding all Support Services objectives.

•Develop strategies to capture efficiencies to improve overall service delivery under changing conditions; meet service delivery objectives as required to support mission

•Coordinate with end user/customers to identify mission critical services and strategies to ensure Quality Customer Service objectives and end-user services and products are met.

•Reviews and approves monthly invoices to clients.

•Ensures corporate/client branding requirements are met on all project deliverables.

MINIMUM REQUIREMENTS

•Minimum 10 years of experience as a Purchasing Manager or a Procurement Officer

•Bachelor’s degree in business management

•Excellent interpersonal skills, ability to work independently and on a team

•Background displaying ability to staff, organize, lead and manage a diverse work force

•Demonstrable proficiency in MS Office suite (or comparable), Primavera P6/Suretrak/MS Project, SharePoint, and project management platforms

•Proficiency in managing purchase orders under a government approved purchasing system (CPSR)

•Demonstrable proficiency in CostPoint

•Ability to pass basic medical physical and background checks sufficient for duty in a contingency/military environment

•Experience with development and presentation of proposals for new business

ADDITIONAL INFORMATION

PREFERRED QUALIFICATIONS

•Prior LOGCAP or AFCAP experience in the Middle East, preferably Iraq or Afghanistan

•Previous experience as Procurement Manager or Officer supporting government operations

•Previous military experience preferred

•Working knowledge of MAXIMO

WORK ENVIRONMENT

The environment of Iraq is very arid, dusty and dry. Deployed personnel will be exposed to extreme heat over long periods. Living and working conditions at the assignment location may be remote and uncomfortable. Personnel may be exposed to hazardous conditions. Personnel should be aware of moving on short notice and under adverse conditions.
